The Rev. Ned Mulligan
St. Bartholomew’s Episcopal Church in Hartsville is pleased to announce the appointment of The Rev. Ned Mulligan as its new Priest-in-Charge.
Father Ned celebrated his first official service with the parish on Sunday, November 2, marking the beginning of an exciting new chapter in the life of the church.
Ned brings nearly two decades of ordained ministry experience to St. Bartholomew’s. He most recently served for ten years as Director of Spiritual Life at St. John’s School in Houston, Texas, and previously as Chaplain at Holy Innocents’ Episcopal School in Atlanta; St. George’s School in Middletown, Rhode Island; and The Salisbury School in Connecticut.
Before discerning his call to ministry, Ned spent 25 years as a trial lawyer in New Hampshire. He earned his bachelor’s degree from Amherst College, his law degree from St. Louis University School of Law, and his Master of Divinity from Berkeley Divinity School at Yale University.
Originally from Pennsylvania, Father Ned and his wife Pam currently reside in Charleston, South Carolina, and are the proud parents of three children and four grandchildren. He will serve half-time at St. Bartholomew’s and looks forward to meeting members of the Hartsville community to explore ways the parish can serve local needs.
In addition to his love for golf and fly fishing, Ned has a special interest in college-aged and young adult ministry and is eager to connect with students and campus organizations to help deepen spiritual life and fellowship in Hartsville.
Whitney Davis
Director of Music
A native of South Carolina, Whitney grew up in the Episcopal Diocese of South Carolina at Christ Church in Denmark, SC.
Whitney received a Bachelor of Music in Production Studies with a Music Concentration in Voice from Clemson University. She then moved to Nashville, TN where she completed her Masters of Music in Vocal Pedagogy from Belmont University. There, she studied voice with Dr. Jennifer Coleman, piano with Rollie Maines, and Alexander Technique with Sally Ahner of Vanderbilt University. While in Nashville, she also attended St. Anne’s Episcopal Church where she was a choir member.
Whitney served as an adjunct professor of music at Francis Marion University for eight years before focusing on her private vocal studio and her role here at St. Barts.
Whitney currently lives in Hartsville with her husband Nick and their two rescue dogs Nala and Linus.

Frank Ballard
Organist
Frank Ballard was born and raised in the Piedmont Triad area of North Carolina. After completing his graduate degree in Clinical Psychology from Appalachian State University, he moved to Columbia, SC in 1977 for a 33-year clinical career in inpatient services with the Department of Mental Health and coordinating clinical trials in the Neuropsychiatry Department of the University of South Carolina School of Medicine.
Musically, he returned to organ studies his senior year of college, and continued with H. Max Smith while at App State. Upon coming to Columbia, he joined the music program of Trinity Cathedral, where he learned much about Episcopal Church Music and Liturgy before going on to establish the music program of the newly formed mission of St. David’s, Columbia, followed by a tenure at St. Mary’s, Columbia. His mentors in Episcopal music since coming to SC have been John Haney and David Lowry, both deceased. He has been active in the American Guild of Organists, the Royal School of Church Music in America, and the Association of Anglican Musicians.
In 2015, he joined the Diocesan Staff of Upper South Carolina as Officer for Diocesan Records and Liturgy and Assistant Officer for Transition, Ordination, and Convention. He will retire from Diocesan Staff effective January 1, 2026, though he will continue to serve on the Commission on Ministry.
During his tenure on Diocesan Staff, he has served as a supply organist in numerous churches of various denominations. This led him to St. Bartholomew’s, where he is very happy.
